CM Omar Abdullah delivering TEDx talk at JK Public School Kunjwani on Beyond Boundaries

JAMMU, AUGUST 22: Chief Minister Omar Abdullah today addressed the TEDx event at JK Public School Kunjwani as chief guest, inspiring students to challenge limits and embrace the theme “Beyond Boundaries”.


Speaking to a hall full of students besides other eminent speakers and school administration, the Chief Minister said boundaries exist everywhere, in geography, politics, laws and borders, sometimes for good reasons, sometimes as restrictions. He noted that people often create self-imposed boundaries shaped by experiences or stereotypes. “These limits may be real or imagined, but every great exploration and advancement of civilisation has come from crossing boundaries,” he said.

Encouraging students to aim high, he urged them not to let boundaries hold them back. “Set lofty goals. Unless you test your limits, you cannot carve a unique identity for yourself,” he said. He advised them to speak up, ask questions and never let hesitation silence them. Gender, background or appearance, he added, should never be hurdles to achievement.

At the same time, he reminded students to distinguish between restrictive or imaginary boundaries and the laws of the land. “Go beyond boundaries, but do so lawfully. Goals must never be pursued by breaching the law,” he said.


“Set many goals and spend your life striving to achieve them. The pursuit itself is worthwhile, no matter what the outcome,” the Chief Minister told the gathering.

Other speakers who shared their ideas at the event included educationists such as Prof Amitabh Mattoo and Usha Mani.

SRINAGAR, AUGUST 20: Chief Minister Omar Abdullah today chaired a high-level meeting to review the progress of financial inclusion schemes, social security coverage, district capex and progress of Constituency Development Fund (CDF) works programme. Chief Minister also reviewed the GST collection - tax and non-tax revenue for the current financial year.

The meeting was attended by the Advisor to the Chief Minister Nasir Aslam Wani, Additional Chief Secretary to the CM Dheeraj Gupta, all Administrative Secretaries, Deputy Commissioners of all districts, and other concerned, both in person and through virtual mode.


Principal Secretary Finance, Santosh D. Vaidya, gave a detailed presentation on the financial and social inclusion schemes, revenue generation trends and district-wise progress under capex and CDF works.

The Chief Minister noted tardy pace in uploading & tendering of works and issued  directions to all departments and districts to focus on revenue realization & social inclusion schemes and monitor progress on a monthly basis rather than leaving corrective measures to the last quarter of the financial year.

“Departments must not wait for February and March to chase revenue targets. Each department will receive specific communication from the Finance Department flagging their areas of concern and giving a six-month revenue target breakdown. They should start working on improving revenue realization today, with a clear monthly plan,” the Chief Minister stressed.

He further directed that Deputy Commissioners will be given district-specific instructions from the Finance Department, particularly regarding the coverage of social welfare schemes such as PM Jan Dhan Yojana, PM Suraksha Bima Yojana, PM Jeevan Jyoti Bima Yojana, Atal Pension Yojana, Integrated Social Security Scheme, widow, old-age and disability pensions. He called DCs to find out reasons for drop in enrollment of account holders under PMJDY and other schemes.  “We will conduct another review of social welfare schemes after three months, and I expect to see a significant improvement in coverage at the district level,” Omar Abdullah said.

CM called for expediting finalization of works plans under the CDF and to upload the works on BEAMS portal. He gave instructions that MLAs be informed about the works included in the UT & District Capex plans which were prioritized by the MLAs during pre-budget meetings and to intimate them about works which were found unviable.

The Chief Minister cautioned that delays in revenue mobilization could force the government into difficult decisions such as imposing cuts in departmental expenditure. “If departments do not want to find themselves in a position where expenditure is curtailed, they must focus as far as possible on improving revenue realization. The responsibility lies with each department to ensure timely progress,” he emphasized.

During the meeting, it was noted that while social security schemes have shown impressive growth in recent years—with PMJDY account holders crossing 23 lakh, PMSBY enrollments touching 23.8 lakh account holders, and PMJJBY covering nearly 9.83 lakh individuals.

 Similarly, in respect of welfare schemes administered by Building & Other Construction Workers Board, the meeting was informed that 166.90 crore was disbursed to 2.5 lakh beneficiaries in 2024-25, yet active worker registration remains low, requiring expansion efforts.

The Chief Minister underlined the need to strengthen monitoring of both expenditure and revenue flows, ensure 100% uploading of works on BEAMS, and expedite accord of administrative approvals, tendering and execution of district capex works. He also called for intensified awareness campaigns to improve access to social security schemes and faster settlement of claims.

The Chief Minister reiterated his government’s commitment to social security, inclusive growth and fiscal discipline, while urging all departments and Deputy Commissioners to work in close coordination with the Finance Department to achieve the set targets.

 

ICRISAT delegation meeting J&K CM Omar Abdullah on agriculture reforms

SRINAGAR, AUGUST 19: A delegation led by Vice-Chancellor SKUAST-Kashmir, accompanied by representatives of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), today called on Chief Minister Omar Abdullah to discuss the establishment of a Centre of Excellence (CoE) on Resilient Agriculture in Jammu and Kashmir.

The delegation included Dr. Stanford Blade, Deputy Director General-Research and Innovation, and Dr. Sean Mayes, Global Research Program Director, ICRISAT.

They briefed the Chief Minister on the organization’s global contributions in crop research and fodder production, highlighting scientific advancements and best practices adopted across different regions. The team also apprised the Chief Minister of their visit to J&K and interactions with senior government functionaries.


During the meeting, the delegation emphasized both the immense potential and the challenges in strengthening the agriculture and allied sectors in J&K. The Chief Minister observed that changing climate patterns have made precipitation less reliable, posing new challenges for the farming community.

He observed that Jammu and Kashmir, while having a substantial demand for livestock products, continues to depend heavily on imports to meet local requirements. Given that livestock rearing necessitates large quantities of fodder, much of which is presently sourced from outside J&K, there exists considerable scope for enhancing indigenous fodder production.

Chief Minister Omar Abdullah stressed that SKUAST-Kashmir can play a pivotal role in achieving greater self-reliance in this critical sector.

SRINAGAR, AUGUST 19: Chief Minister Omar Abdullah today emphasized the need to uplift government schools to a standard where parents consider enrolling their children in them as the best choice for their future.

The Chief Minister stated this while addressing a day long Educational Stakeholders Meet on NEP 2020- Challenges and Prospects in Jammu and Kashmir, organised by Directorate of School Education Kashmir in collaboration with Bal Raksha Bharat (Save the Children) supported by HCL Foundation at Sher-e-Kashmir International Convention Centre (SKICC).


Addressing the gathering of educationists, Principals, Chief Education officers, Lecturers, Masters, Teachers and students, the Chief Minister said that education and health sectors form the core for the development of any society in the world.

He added that as soon as this elected government came into power, prime attention is being given to education and health sectors in Jammu and Kashmir.

“I always say that keep everything else aside. If we do not have education, if we are not healthy, then we have nothing”, Chief Minister said.



“We build roads, we build bridges, we build factories, we provide electricity, we bring tourists, we do anything. If we do not have education to benefit from these things, if we are weak, if we are infirm, then we will not be able to benefit from these things”.

The Chief Minister further said that Education has the power to transform any society, adding that all the stakeholders associated with education sector need to work with such a dedication so that the government schools are brought to such a level where parents will feel that getting their children admitted to a government school is the best decision for their future.

Quoting Nobel Peace Laureate, Nelson Mandela, “Education is the most powerful weapon which you can use to change the world”, the Chief Minister said that there is so much meaning in this quote and all the stakeholders associated with education sector need to make this as their mantra for contributing something to this sector.

Highlighting on other aspects of education sector, the Chief Minister called upon the education community that serving in far flung areas should be considered as opportunity to contribute something rather than as a punishment. He also called upon all the stakeholders that the more and more Hybrid Learning Centres should be established in remote areas so that the students in these areas can receive education from subject specified teachers from anywhere.

The Chief Minister, on the occasion, also called upon the educational community that in the last five years of implementation of NEP-2020, the challenges which may have emerged should be discussed and deliberated on platforms like these in order to have required corrective measures.

Highlighting on the significance of this stakeholders meet, the Chief Ministers called upon the participants of the meeting that after its conclusion, to bring around 10 actionable points before the government which will form the roadmap for developing educational sector across Jammu and Kashmir.

Speaking on the occasion, Minister for Education, Sakeena Itoo said that Education is backbone to gauge development of any part of the world. She further said that this stakeholders meet is a unique platform and space for dialogue on achieving various improvements in different aspects of education system.

She also highlighted that in recently concluded State/UT Ministers Conference on NEP-2020 at New Delhi, J&K was appreciated for remarkable progress in implementation of NEP.

Advisor to Chief Minister, Nasir Aslam Wani in his addressed highlighted the importance of education in our daily lives. He underlined that after the formation of Government under the leadership of Chief Minister, Omar Abdullah Education sector has seen significant development as the current government is giving prime focus on this important sector.

Secretary School Education department, Ram Niwas Sharma and Senior Vice President, Global CSR, HCL Tech & Director, HCL Foundation, Dr. Nidhi Pundir also spoke on the occasion.

On the sidelines of the meet, the Chief Minister also e-inaugurated a Hybrid Learning Centre having 12 interconnected schools through mode, established at GBHSS Jawahar Nagar, with an aim to improve live interactive classes and hybrid learning system. He also e-inaugurated 19 educational infrastructure projects worth Rs. 39.1 crores across several districts of Kashmir division.

Omar Abdullah, on the occasion, also distributed appointment orders among various persons recruited under SRO-43, RRET and CPW categories. He also launched a book titled ‘UDAAN’(Bhasha Ke Rang Shiksha Ke Sang)-a Multilingual Children’s material, prepared by Jammu and Kashmir State Council of Educational Research and Training (JKSCERT).

 

Omar Abdullah dairy scheme

SRINAGAR, AUGUST 11: Chief Minister Omar Abdullah today chaired a high-level review meeting on the Jammu & Kashmir Dairy Processing Infrastructure Development Scheme (JKDPIDS), a 1,433 crore initiative aimed at transforming the J&K’s dairy sector into a robust, organized and globally competitive industry.

During the review, the Chief Minister highlighted the vast potential of dairy in Jammu & Kashmir.

He stressed the urgent need to expand organized milk processing from the current 4% to at least 20% within the next seven years, ensuring better prices, regular payments, and market access for over 5 lakh dairy farmers.

Principal Secretary, Agriculture Production Department (APD), Shailendra Kumar, gave a detailed presentation on the scheme, implemented by the National Dairy Development Board (NDDB) as the nodal agency.

The plan envisages the establishment of 10 automated milk processing plants across 18 districts (excluding Srinagar and Jammu), enhancement of milk collection and chilling capacity to 10 LLPD, creation of 100 milk testing laboratories, and the formation of 10,000 farmer-owned dairy collectives.

He said that all Deputy Commissioners have been asked to immediately identify and transfer 40–50 kanals of encumbrance-free land for each proposed processing plant.

The Chief Minister called for close inter-departmental coordination to ensure timely provision of road connectivity, electricity, and water to the project sites.

He further instructed NDDB and the Animal Husbandry Department to expedite agreements on sexed semen production and fodder development to strengthen productivity at the grassroots level.

Chief Minister Omar Abdullah also asked NABARD to ensure prompt release of funds and strict financial monitoring, while emphasising that all departments must adhere to the set timelines for project execution, with quarterly progress reviews at the state level.

Highlighting the scheme’s projected impact, the Chief Minister said it will significantly boost cooperative turnover, create thousands of rural and skilled jobs, and ensure the supply of hygienic, export-ready milk.

He said the initiative represents far more than a sectoral upgrade—it is an economic transformation for rural Jammu & Kashmir. “Our dairy sector has the potential to be a pillar of rural prosperity and a driver of export excellence,” he remarked, urging all stakeholders to work with urgency and precision.

The meeting was attended by Minister for Agriculture Production Department Javid Ahmad Dar, Advisor to the Chief Minister Nasir Aslam Wani, Additional Chief Secretary Dheeraj Gupta, Principal Secretary APD, Principal Secretary Finance, Vice Chancellor SKUAST Jammu, Director Animal Husbandry, and representatives from NABARD, NDDB, SA&P Group and other concerned officials.

 


Strict Action Against Food Safety Violations

·        Intensified inspection drives to be carried out across all districts

SRINAGAR, AUGUST 11: Chief Minister Omar Abdullah today chaired a high-level meeting to review the ongoing food safety enforcement campaign in the wake of recent seizures of unsafe meat and meat products, particularly in the Kashmir Valley.

The Chief Minister directed exemplary punitive action against those found storing or selling unsafe food, emphasising that offenders posing risks to public health must be prosecuted under the relevant provisions of the Food Safety & Standards Act. He called for criminal proceedings against the most serious violators.


“The grave problem appears to have remain unchecked and unnoticed for too long. The unscrupulous elements have played with health and lives of people. This has to stop and those deliberately involved in playing with public health must face the law.” Chief Minister said.

 “I appreciate officials for launching the drive and exposing the dangerous rot in our food chain. There can be no compromise on public health and the drive will continue.

There will be an audit of the concerned departments and the mechanism to stop import, sale and use of the unhygienic meat and other food items,” CM added.


To tighten quality control, the Chief Minister ordered the establishment of entry-point check posts and testing laboratories at Lakhanpur and Qazigund to screen mutton, chicken, and other perishable items entering Jammu & Kashmir. He further directed that Food Testing Laboratories be set up at every district headquarters, instead of limiting such facilities to Jammu and Srinagar, thereby significantly enhancing the Government’s enforcement capacity. No meat should be sold and used without proper clearance. The Chief Minister also emphasised that the Food Safety and Drugs Organization would be further strengthened to ensure rigorous monitoring and swift action against violations.

The Chief Minister further instructed intensified inspection drives across all districts, with Deputy Commissioners personally leading surprise market checks to ensure strict compliance with prescribed hygiene and quality standards. All mobile food-testing vans are to be deployed immediately to support these operations.

While acknowledging the justified public and media concern, the CM urged citizens to approach the concerned authorities rather than taking the law into their own hands. He cautioned against vigilante actions and directed the Food Safety Department to follow due procedure, work with the police for surprise raids, and avoid harassment of traders who comply with safety regulations.

The CM also ordered the registration of all food distributors, traders, and vendors, bringing them under a formal licensing framework. An inter-departmental committee will be constituted to ensure coordination, efficiency, and smooth enforcement, particularly for the distribution and sale of safe, hygienic, fresh, and properly labelled perishable items such as meat and chicken.

Departments have been instructed to verify that meat supplies originate from safe sources, that the cold chain is maintained, and that cold stores are equipped with deep-freezing facilities. The CM took serious note of the use of harmful chemicals, unauthorized synthetic additives, and colouring agents, stressing their potential health hazards.

Health experts, including the Director of SKIMS and the Principal of GMC Srinagar, briefed the meeting on the ill-effects of food adulteration and the health risks posed by unsafe food, urging changes in food habits to reduce the rising incidence of chronic illnesses.

Ashraf Ganai, Principal GMC Srinagar Dr Iffat Hassan, Commissioner Food Safety Smita Sethi, and other senior officials.

Dr Abid Rashid Shah presented details of recent enforcement activities, seizures of unsafe meat and poultry, penalties prescribed under law, and the roles of various departments, including Food Safety, Food Civil Supplies & Consumer Affairs, Agriculture, Industries & Commerce, Home, Housing & Urban Development, and District Administration. He also outlined an immediate 30-day action plan involving:

·        Mapping all food businesses and vendors,

·        Intensified inspection drives,

·        Public reporting campaigns via “Dial 104”,

·        Community engagement initiatives, and

·        Establishing entry check posts at Lakhanpur and Qazigund.

Concluding the meeting, the CM reiterated the government’s commitment to take concerted and coordinated action to curb violations in the sale, storage, and distribution of perishable food items—particularly meat, meat-based products, and dairy—ensuring the highest standards of consumer safety and public health.

Chief Minister Omar Abdullah appealed people to remain vigilant and not to buy any processed meat from unauthorized vendors.

 

Addresses FICCI’s ‘Jammu & Kashmir Tourism Revival Dialogue at SKICC

SRINAGAR, JUNE 27: Chief Minister Omar Abdullah today said that it is the collective duty of the government and tourism stakeholders to restore Jammu and Kashmir’s position as the country’s pre-eminent tourist destination and ensure it remains so.

The Chief Minister was addressing the ‘Jammu and Kashmir Tourism Revival Dialogue’ organized jointly by FICCI and the Department of Tourism, J&K at the Sher-e-Kashmir International Convention Centre (SKICC) in Srinagar.

“It is binding on us that we do everything in our power to ensure that Jammu and Kashmir goes back to its position as the pre-eminent tourist destination in the country and then stays there,” the Chief Minister said in his address, highlighting that the government is working on new initiatives focused primarily on improving the overall tourist experience.


Reflecting on the recent challenges, the Chief Minister recounted the sharp contrast between the optimism of April 21 and the downturn of April 22, referring to a sudden drop in tourist footfall following the unfortunate incident. “From flying over Dal Lake and seeing hundreds of shikaras to seeing none just days later—it was a brutal reminder that the past can intrude into our present and, God forbid, our future,” he said.

He acknowledged the volatility that tourism in J&K has witnessed over the decades and emphasized the importance of resilience. “Unlike most other places where tourism planning can be done for years ahead, here we plan week to week. But still—we plan, and we persist,” he said.


He expressed gratitude to FICCI and the larger tourism fraternity for standing by Jammu & Kashmir in both good and challenging times.

The event was attended by Advisor to CM Nasir Aslam Wani, MLAs Farooq Ahmad Shah, Salman Sagar, Altaf Ahmad Kaloo, Tanvir Sadiq, Additional Chief Secretary to CM Dheeraj Gupta, Commissioner Secretary Tourism Yasha Mudgal, FICCI past president Jyotsna Suri, Head of FICCI J&K Chapter Mushtaq Burza, and a host of film producers, MICE organizers, wedding planners, golfers, and stakeholders from the tourism and hospitality sector.

Chief Minister Omar Abdullah outlined efforts to broaden the tourism footprint in the region. “We are working on a project called SPREAD, aimed at developing nine new tourist destinations in both Kashmir and Jammu, with expected support from multilateral funding agencies,” he said.


The Chief Minister also emphasized the diversity of tourism opportunities in Jammu and Kashmir. “We can’t confine ourselves to three or four destinations. Jammu offers pilgrimage and border tourism. Kashmir offers scenic, cultural and adventure tourism. Together, we can build a more holistic tourism ecosystem.”

Discussing connectivity, the CM noted the transformative impact of railway infrastructure: “Traveling by train through tunnels and world’s highest rail bridge into the valley is a breathtaking experience. We may not yet have a direct Delhi-Srinagar line, but that day isn’t far.”

He also underscored the government’s commitment to infrastructure development and niche tourism sectors. “We are close to completing a world-class conference facility in Gulmarg to supplement venues like SKICC. Areas like MICE tourism, golf, film and destination weddings are vital components of our future strategy.”

The Chief Minister urged the tourism fraternity to be active partners. “We value your support, suggestions, and most importantly—your criticism when needed. Together, we can build a resilient and vibrant tourism sector that not only brings visitors but makes them want to return.”

On the occasion, Chief Minister launched a book ‘Golfing in Paradise’ authored by Atul Dir, celebrating Jammu & Kashmir’s growing appeal as a premier golf tourism destination.

Advisor to the Chief Minister Nasir Aslam Wani also spoke on the occasion and said J&K had emerged as a tourism hub much before other states in India and now we need to develop whole range of niche tourism activities in J&K such as adventure tourism, leisure tourism MICE tourism alongwith promoting Kashmir as an affordable and wonderful wedding destination.
