Emphasizes transparent, efficient, citizen centric governance

SRINAGAR, DECEMBER 17: Minister for Food, Civil Supplies & Consumer Affairs (FCS&CA), Transport, Information Technology, Youth Services and Sports, Satish Sharma, today conducted an extensive inspection of the Regional Transport Office (RTO), Srinagar to review its functioning and assess the quality of public service delivery.

During the visit, the Minister took stock of various services being provided to the general public including issuance of driving licences, vehicle registrations and other transport-related facilities. He interacted with the officers and staff of the department and sought feedback on operational challenges and public grievances.

Emphasizing transparent, efficient and citizen-centric governance, the Minister directed the officers to ensure time-bound delivery of services and maintain a hassle-free environment for the public. He stressed the need for strengthening the digital systems to minimise delays and enhance accountability in transport services.

The Minister also underlined the importance of courteous behavior towards the citizens. He instructed the officials to address the public grievances promptly while adhering strictly to the set rules and procedures.

RTO Kashmir Qazi Irfan, ARTOs  and other senior officers of the Transport Department were present at the time of visit.


SRINAGAR, DECEMBER 17: With a view to further strengthen and streamline the implementation of its flagship High Density Plantation (HDP) Scheme, J&K Bank today organised an interactive session with Private Enterprises (PEs), at it's corporate headquarters, to seek first-hand feedback and enhance coordination among key stakeholders. Pertinently, the Private Enterprises (PEs) are responsible for providing plantation material and carrying out high-density plantations on the ground.

The session was chaired by General Manager (Retail, Agriculture & MSME) Rakesh Magotra and was attended by Deputy General Manager Aneet Kanwal Singh, representatives of Private Enterprises and senior officers of the Bank. Cluster Heads from across the region joined the deliberations through video conferencing, ensuring wider participation and alignment at the field level.

The interactive meet was aimed at streamlining communication between the Bank’s Cluster Offices and Private Enterprises to ensure smooth and effective implementation of the High Density Plantation Scheme on the ground. Emphasising the importance of stakeholder collaboration, the Bank designated two officers as Nodal Officers for the scheme, who will act as single-point contacts to inform, guide, clarify and handhold the Private Enterprises and farmers during various stages of implementation.

The Bank also decided to organise joint awareness and facilitation camps along with the PE's at cluster and zonal levels to sensitise farmers about the significant benefits of the High Density Plantation Scheme and to promote wider adoption of the initiative.

Addressing the participants, GM Rakesh Magotra said, “Our ultimate goal is the growth of the economy, and J&K Bank sees immense potential in the High Density Plantation Scheme. If implemented in its true spirit, Kashmir can even emerge as one of the largest apple-producing regions in the world.”

He further emphasised the need for collective efforts, stating, “It is important for all stakeholders to work in tandem to expedite high density plantations on the ground and bring the desired transformation. We believe in a multi-stakeholder approach and welcome inputs and feedback from all concerned to further strengthen the scheme.”

Highlighting the critical role of Private Enterprises, he added, “Private Enterprises are the important stakeholders and key drivers of the High Density Plantation initiative, as they are working tirelessly at the grassroots level to make the scheme a success.” Assuring them of the Bank’s continued support, he reaffirmed the Bank’s commitment to facilitate smooth execution of the scheme.

During the session, GM Rakesh Magotra gave a patient hearing to the concerns and suggestions raised by the Private Enterprises and assured them that the feedback would be duly considered to make the implementation of the High Density Plantation Scheme more efficient, farmer-friendly and impactful.

Earlier, while initiating the deliberations DGM Aneet Kanwal Singh said, “The High Density Plantation Scheme is a transformative initiative for J&K’s horticulture sector, and close coordination with Private Enterprises is vital to translate its objectives into tangible outcomes on the ground.

The Private Enterprises appreciated the Bank’s proactive initiative and expressed their willingness to work in close coordination with the Bank’s clusters and branches for successful implementation of the scheme.


Two more honoured with Certificate of Excellence

SRINAGAR/NEW DELHI, DECEMBER 09: The Industries & Commerce Department extended heartiest congratulations to two outstanding craftsmen from Jammu and Kashmir, who were today honoured with the prestigious National Awards by the President of India, Draupadi Murmu at a grand ceremony, organized by the Ministry of Textiles at New Delhi.

The Department also extended felicitations to two other craftsmen who were honoured with Certificates of Excellence for their contribution in their respective crafts during the function today.

In a press release issued here today, a spokesman of the Handicrafts and Handloom Department, Kashmir, stated that this honour is a fitting tribute to the extraordinary skill, lifelong dedication and invaluable contribution of Manzoor Ahmad Khan, renowned carpet weaver from Rainawari, Khawaja Nazir Ali, famous for Sozni embroidery from Alamgiri Bazaar, Srinagar,  who were conferred with National Awards and Mashkoora Hameed from Budgam (Sozni embroidery) and Mir Arshad Hussain from Srinagar (papier mache), who were honoured with Certificate of Excellence, towards preserving and promoting the rich craft heritage of Jammu & Kashmir. “The department is filled with immense pride and joy as 02 master craftsmen have been conferred with one of the highest national recognition and two more honoured with Certificate of Excellence, in the field of handicrafts and handlooms by the President of India,” he said.

The Spokesman further stated said their exquisite craftsmanship has not only kept our centuries-old traditions alive but has also earned global admiration. “They have become role models for thousands of artisans across J&K and were brought into the limelight during the recently held Know Your Artisan campaign by the department,” he said, adding the entire artisan community celebrates this historic moment with great pride.


BUDGAM, DECEMBER 07: Jawahar Navodaya Vidyalaya (JNV) Budgam today hosted a grand Alumni Meet 2025, bringing together former students from various batches for a day of celebration, reflection, and renewed connection with their alma mater.

SRINAGAR, DECEMBER 07: On the occasion of Armed Forces Flag Day (AFFD), a programme was organized at the Sainik Bhawan, Srinagar to honour the martyrs and men in uniform who voluntarily fought and continue to safeguard the country’s honour.

The program was attended by Divisional Commissioner Kashmir, Anshul Garg who on the occasion held interaction with the veterans and assured all support from the civil administration towards welfare of Ex-Servicemen, War Widows and their families.

The Ex-Servicemen community expressed gratitude to Divisional Commissioner Kashmir for the initiatives taken for the welfare of Ex-Servicemen and Widows.

While paying homage to the extreme sacrifices and services of Armed forces, the Div Com said that soldiers are guardians of the nation who protect its citizens by sacrificing a lot of things in their lives.

He said it becomes the duty of every citizen to not only show admiration for the martyrs and the living heroes but also to their families who have been a crucial part of their sacrifice.

Apart from Govt. measures, the AFFD highlights the collective duty of citizens to make volunteer contribution towards providing care, support, rehabilitation and financial aid. ‘Flag Day’ brings to the forefront the commitment of looking after Veer Naris, disabled soldiers and families of martyrs.


SRINAGAR, DECEMBER 6: Commissioner Secretary Food, Civil Supplies & Consumer Affairs (FCS&CA), Saurabh Bhagat, today convened a comprehensive review meeting to assess the functioning and ongoing initiatives of the Consumer Commissions across Jammu and Kashmir.

The meeting was attended by President State Consumer Dispute Redressal Commission, along with the Presidents and members of the District Consumer Commissions besides senior officers from the department of FCS&CA, including Special Secretary, Director Finance, Deputy Directors, Senior Law Officer and officials from Legal Metrology Department and National Informatics Centre were also present.

During the review, the Commissioner Secretary stressed the need to expedite identification and allotment of suitable land parcels for construction of permanent buildings for District Consumer Disputes Redressal Commissions. It was decided that the matter would be followed up proactively with respective district administrations to ensure timely availability of land.

The meeting emphasised the need to expedite the preparation and approval of Detailed Project Reports (DPRs) for new DCDRC buildings in Srinagar, Anantnag, Baramulla and Kupwara.

The Commissioner Secretary directed that these DPRs be treated as priority projects. He asked the Legal Metrology Department to collaborate closely to fast-track all related technical and administrative processes in this regard.

Further, a detailed overview of existing staff shortages in various Consumer Commissions was also taken up.

Saurabh Bhagat directed to initiate concrete measures to address these deficiencies at the earliest so that functioning of the Commissions remains smooth and efficient. He asked the concerned officers to take up digitisation of all case records, orders and judgments on priority basis.

A detailed review was held with the National Informatics Centre regarding the fast track implementation of e-Jagriti platform, aimed at ushering in comprehensive e-governance across consumer courts. The platform will integrate mediation cells, online payment gateways and the corpus fund for fines and penalties.

Commissioner Secretary also directed for early finalisation and signing of the Memorandum of Understanding (MoU) with the Union Ministry of Food, Supplies & Consumer Affairs for seamless integration and rollout of the system in J&K.

Further, the meeting also held a threadbare discussion on implementation of Supreme Court Judgments pertaining to functioning of Consumer Courts. This included deliberations on emoluments of Commission members, mode of appointment, tenure and other statutory compliances.

Saurabh Bhagat instructed that necessary steps must be taken to ensure full adherence to the Supreme Court directions in letter and spirit.

Commissioner Secretary also reviewed status of the Consumer Welfare Fund and called for renewed efforts to mobilize resources and deploy them effectively for consumer awareness and welfare activities. The consumer awareness campaigns regarding through press and electronic media was highly prioritised in the meeting. He underscored the importance of accelerating consumer justice delivery through coordinated departmental efforts and adoption of modern practices.


BANDIPORA, DECEMBER 02: Deputy Commissioner (DC) Bandipora, Indu Kanwal Chib, today conducted a series of inspections across the district to assess the progress of key developmental projects and review critical power infrastructure.

The visit commenced with the inspection of the Construction of Residential Apartments for PRI’s/ Protected Persons at Watapora Bandipora, a major infrastructure project being executed by the Public Works Department (PWD).

The project, with an original cost of ₹614.37 lakh, is currently under execution and is slated for completion by March 2026.

Reviewing the work, the Deputy Commissioner issued clear directions to the executing agency to strictly maintain quality standards, ensure efficient material management, and adopt best-engineering practices during construction. She instructed PWD to expedite the pace of work, deploy adequate manpower, and maintain regular on-site supervision to achieve the targeted completion timeline.

Later, the DC visited Aloosa Bandipora to inspect the Construction of Block Development Council Complex, being executed under the Rural Development Department (RDD). She reviewed the progress achieved so far and directed the concerned officers to remove bottlenecks, if any, and complete the project within the stipulated timeframe. She reiterated that these residential infrastructures play a vital role in strengthening grassroots governance, and therefore require focused attention.

During the tour, the Deputy Commissioner also visited the Ajar Grid Station to take stock of its functioning, operational capacity, and ongoing maintenance measures.

While interacting with the officials of the Power Development Department, the DC stressed the need to accelerate the installation of smart meters across all areas of the district.

She emphasised that smart metering will improve power regulation, reduce technical and commercial losses, and ensure better service delivery to consumers.

The Deputy Commissioner was accompanied by Assistant Commissioner Development Bandipora, Assistant Commissioner Panchayat Bandipora, AEE R&B Bandipora and other concerned field officials.




Students Take Anti-Drug Pledge at HKM GDC Bandipora Awareness Programme

BANDIPORA, NOVEMBER 15 : Under the Nasha Mukht Bharat Abhiyan (NMBA), the College NCORD Cell in collaboration with the NSS Units of HKM Government Degree College Bandipora on Saturday organized an Awareness Session on Drug Menace.

The programme was inaugurated by the Officiating Principal, Dr. Mubashir Hamid Mir, who highlighted the alarming rise in drug consumption and its slow yet pervasive spread in society. He elaborated on the social, cultural, economic, and physical consequences of drug abuse, stressing the collective responsibility of educational institutions in curbing this menace.

The Convener NCORD Cell, provided insightful details on the regional spread of drug addiction and emphasized the importance of awareness, timely counselling, and community participation as effective tools for eradication.

On the occasion, Enthusiastic students actively participated in the event by displaying anti-drug posters and joining the faculty members in taking a pledge against drug addiction, vowing not to indulge in or promote any substance abuse.

National Conference (NC) President and former Jammu and Kashmir Chief Minister, Dr. Farooq Abdullah, has expressed deep sorrow over the accidental explosion that took place at the Nowgam Police Station in Srinagar on Friday night.

The blast, which the Ministry of Home Affairs and J&K Police have confirmed was an accident, resulted in the tragic loss of nine lives, including police officials, forensic experts, and revenue staff, with several others injured. The incident happened while agencies were preparing samples from a large amount of unstable explosive material seized recently in connection with a terror module case.

Dr. Abdullah, speaking to the media on Saturday, called the incident "extremely tragic and painful." He offered his sincere condolences to the families who lost their loved ones, stating that the entire region stands with them in this hour of grief.

The JKNC chief stressed the dedication and risk faced by the police and technical teams. He also raised concerns about the procedures followed, suggesting that a detailed review of handling protocols is necessary. “The unfortunate accident shows that we must consult highly specialized expertise who know best how to handle such sensitive and unstable explosives,” Dr. Abdullah stated, emphasizing the need for better training and infrastructure to avoid future loss of life during similar security operations. He further stated, "These people sacrifice their lives to protect us. It is a very sad day for Jammu and Kashmir."



Blast Occurred During Examination of Explosive Materials Seized in Major Terror Probe

SRINAGAR, Jammu and Kashmir—A massive explosion took place late on Friday night at the Nowgam Police Station on the outskirts of Srinagar, resulting in the deaths of nine people and injuries to 32 others.

The incident occurred around 11:20 PM on November 14 while police and forensic teams were handling and extracting samples from a large amount of explosive material that had been recently seized. The explosion caused widespread damage to the police station building and affected nearby homes, shaking the entire area.

According to official statements from the Ministry of Home Affairs (MHA) and the Director General of Police (DGP), the explosion was accidental. They have categorically ruled out any immediate terror angle.

The explosives that detonated were part of a huge cache—reportedly over 2,900 kg of chemical substances and materials used for making bombs—recovered during a multi-state investigation into a "white-collar terror module." This module was uncovered after a local investigation in October related to threatening posters, which later led authorities to arrests and large-scale seizures in states like Haryana and Uttar Pradesh.

The material, which included highly sensitive and unstable chemicals, was kept in an open area of the police station as part of the legal procedure. A specialized team from the Forensic Science Laboratory (FSL) and other agencies was working to collect samples to send for further testing when the unfortunate accidental blast occurred.

The nine people who lost their lives include personnel from various departments, highlighting the severity of the accident. Among the deceased are three members of the Forensic Science Laboratory (FSL) team, two crime photographers, one State Investigation Agency (SIA) official, two revenue officials, and one civilian tailor associated with the team. At least 27 police personnel and five civilians were among the injured and have been admitted to hospitals in Srinagar.

J&K DGP Nalin Prabhat confirmed the details, emphasizing that the focus is on supporting the affected families and investigating the exact trigger of the accident. Lieutenant Governor Manoj Sinha has also ordered an official probe into the tragic incident.

The government has assured the public that the cause of the explosion is under inquiry and urged people to avoid speculation, stating that it stands in solidarity with the families of the deceased.


SRINAGAR, NOVEMBER 14: To mark World Diabetes Day, a Walkathon aimed at raising awareness about diabetes and promoting healthy living was jointly flagged off today by Divisional Commissioner Kashmir,  Anshul Garg, and Director SKIMS & EOSG, Prof. M. Ashraf Ganie at the iconic Clock Tower (Ghanta Ghar), Srinagar.

Senior faculty members of SKIMS including Prof. Nisar Ahmad Bhat, HOD Pediatric Surgery & Associate Dean Student Welfare and Prof. Abrar Ahad Wani H.O.D Emergency Medicine were also present on the occasion.

Speaking on the occasion, Divisional Commissioner Kashmir lauded the initiative of SKIMS and stated that such initiatives play a crucial role in early prevention of the disease. He said public participation in awareness programs like these is essential to curb the rising tide of diabetes in our region.

He emphasized on extensive awareness regarding causes leading to diabetes among the people. He urged Dir SKIMS to identify high risk patients and extend them medical assistance.

Highlighting the importance of the day,  Director SKIMS said that a significant proportion of the local population is affected by diabetes, underscoring the need for sustained public awareness.

Prof. Ashraf emphasized the need for early prevention, noting that uncontrolled diabetes can lead to serious complications if not managed in time. “People need to adopt a healthy lifestyle,” he stressed, adding that diabetes prevalence is higher in urban populations compared to rural communities. He urged the public to embrace active living and healthy dietary habits.

He appreciated the efforts of the Organising Committee, headed by Prof. Riyaz Misgar and Dr. Aijaz, for conducting a well-coordinated and impactful awareness program.

Following the Walkathon, a Screening Camp was organized at Joggers Park, Rajbagh, where experts from SKIMS screened around 300 individuals.

Notably, 20 participants in a age group of 40- 45 years were newly diagnosed with diabetes, reflecting an upward trend in the burden of the disease. The diagnosed individuals were advised to follow up at the Department of Endocrinology, SKIMS for further evaluation and management.

During the event, the general public was counseled and educational pamphlets on diabetes prevention, early detection, and lifestyle modification was provided to them.


SHOPIAN, NOVEMBER 13: To mark the 150th anniversary of the National Song ‘Vande Mataram, District Administration Shopian today organized patriotic events including a Rally and a Tug of War competition.

The Rally was flagged off by DYSSO, Shopian, Sunil Kumar from Padapwan Shopian, witnessing an impressive turnout of youth, officials and citizens.

 Participants carried the message of national unity and peace through vibrant slogans and banners depicting the significance of ‘Vande Mataram’ in India’s freedom struggle.

The District Administration appreciated the efforts of the Youth Services and Sports Department for engaging the youth in constructive and nation-building activities. They emphasized that such programmes inspire patriotism among the younger generation and strengthen the spirit of brotherhood and harmony.

As part of the celebration, a Tug of War competition was also held at the Circuit House Helipad, featuring teams from Rehbar-e-Khel Teachers (REKs) and NYCs which added a fun-filled sporting dimension to the event.

 The contest witnessed great enthusiasm, sportsmanship and camaraderie among participants.

The District Youth Services and Sports Officer (DYSSO) expressed gratitude to all departments, participants and volunteers for participation.


BUDGAM, NOVEMBER 13: As part of the ongoing celebrations marking 150 years of the iconic patriotic song “Vande Mataram”, the District Administration Budgam today organized a series of vibrant and spirited Cycle Rallies, Bike Rallies, and a Marathon Run, spreading the message of unity, patriotism, and national pride across the district.

The rallies were flagged off by the Deputy Commissioner (DC) Budgam, Dr. Bilal Mohi-Ud-Din Bhat, from the Sports Stadium Budgam.

Besides ADC Mehraj -ud-din shah , CPO Budgam , DIO Budgam and other senior officers were present.

The rallies culminated at the Railway Station Budgam, symbolizing the onward journey of India’s progress, inspired by the timeless spirit of “Vande Mataram.”

The atmosphere was charged with patriotic enthusiasm as loud chants of “Vande Mataram” reverberated through the air. 

Patriotic music and slogans celebrating India’s unity in diversity inspired participants and onlookers alike, creating a wave of collective energy and devotion to the motherland.

Speaking on the occasion, DC Budgam highlighted the historical and emotional significance of “Vande Mataram”, composed by Bankim Chandra Chattopadhyay.

He said that the song inspired generations of freedom fighters and continues to ignite the spirit of devotion towards the nation.

The DC Budgam emphasised that the initiative was aimed at connecting youth and citizens with India’s rich patriotic and cultural legacy, while also promoting values of fitness, discipline, and community participation. 

He appreciated the enthusiastic participation from students, volunteers, and citizens across Budgam who joined the celebration with great zeal.

The event witnessed mass participation from school and college students, members of youth clubs, NSS volunteers, and officials from police and civil administration, turning the entire stretch from Sports Stadium to Railway Station Budgam into a moving celebration of tricolour and song.

The rallies organised by District Administration is a step in the year-long series of activities planned by the District Administration Budgam to commemorate the 150th year of “Vande Mataram”, reaffirming the district administration’s commitment to the ideals of unity, patriotism, and national harmony.
