Historic Taliban Delegation Set to Visit India for First Time in Over 30 Years

NEW DELHI – In a significant diplomatic event, a senior Taliban official is scheduled to visit India, marking the first time in over three decades. This visit follows a special travel waiver granted by the United Nations Security Council (UNSC) for Amir Khan Muttaqi, the Acting Foreign Minister of the Taliban government. He is expected to arrive in New Delhi on October 9 for talks with India’s External Affairs Minister, S. Jaishankar.

The visit is a major step in the cautious engagement between India and the Taliban, who seized control of Afghanistan in August 2021. India has maintained that its engagement does not mean official recognition of the Taliban regime.

The UN Security Council's 1988 Sanctions Committee, which oversees sanctions on the Taliban, approved a temporary travel exemption for Muttaqi. This comes after a previous attempt for a visit was reportedly blocked. Pakistan, which currently chairs the 1988 Sanctions Committee, had reportedly objected to an earlier request for a travel waiver for Muttaqi to visit India. The approval of the waiver now indicates that the objection has been overcome, allowing the visit to proceed.

The purpose of the meeting is to discuss India’s continued humanitarian aid to the Afghan people. India has consistently sent shipments of food, medicine, and other relief materials to Afghanistan, including 50,000 tonnes of wheat. The discussions are also expected to cover security matters and counter-terrorism, with the Taliban reportedly assuring India that Afghan soil will not be used for anti-India activities.

The development has been seen as a shift in India’s foreign policy, as it seeks to protect its interests in a changing regional landscape. For the Taliban, this visit is part of a wider effort to gain more international acceptance and to build trade relations with key regional players.

The visit will be closely watched by the international community. The outcome of the talks and any future steps will be important in understanding the evolving relationship between India and the Taliban.
