Ensure adherence to SOPs, transparency in exam conduct: DC

PULWAMA, APRIL 30: Deputy Commissioner (DC) Pulwama, Dr. Basharat Qayoom, today undertook a comprehensive inspection of all designated centres in the district for the forthcoming NEET (UG) 2025 examination scheduled to be held on May 04.

During the visit, DC sought detailed inputs from the concerned officers regarding the preparedness and infrastructural arrangements made at each centre. He thoroughly inspected strong rooms, CCTV cameras and surveillance setup and reviewed seating plans to ensure compliance with NTA standards.

He issued clear directives to the Centre Superintendents to strictly adhere to the Standard Operating Procedures (SOPs) issued by the National Testing Agency (NTA), particularly regarding the receipt, storage, and dispatch of examination material, videography protocols, CCTV coverage, timely opening and sealing of exam packets, and secure handling of OMR sheets.

Dr. Qayoom emphasised the importance of coordination among all functionaries to ensure seamless conduct of the examination in a fair, secure and candidate-friendly environment.

DC further focused upon the significance of maintaining the sanctity of the examination process, directing that all procedures pre-exam, during exam, and post-exam be implemented meticulously as per the NTA’s guidelines.

He enjoined upon the Centre Superintendents, district officers and NTA representatives to work in close synergy to facilitate a smooth and safe environment for all candidates appearing in the exam.

DC was accompanied by the Senior Superintendent of Police (SSP) Pulwama and Awantipora, Additional Deputy Commissioner (ADC) Pulwama, Tral; Chief Education Officer (CEO) Pulwama; NTA City Coordinator and Centre Superintendents.

 Indigenous Tulip Cultivation gains momentum, aim is to reduce Import Dependency

PULWAMA, APRIL 02: In a significant step towards revitalizing the floriculture sector in the district, the Council of Scientific and Industrial Research – Indian Institute of Integrative Medicine (CSIR-IIIM), Field Station Bonera, Pulwama organized a grand Tulip Show today.

CSIR-IIIM has initiated a strategic programme for indigenous tulip bulb production under the overall supervision and mentorship of Dr. Jitendra Singh, Union Minister for Science and Technology and Minister of Earth Sciences.

As part of this strategic intervention, over one lakh tulip bulbs have been successfully cultivated on 12 kanals of land at the Field Station. The programme is aimed at reducing import dependency, promoting domestic tulip cultivation and fostering an agritech ecosystem.

The Field Station was opened to the public today, allowing visitors to witness the breathtaking bloom of tulips. The event witnessed an overwhelming response, with a large number of people, including children and students, attending the festival.

The event showcased breathtaking displays of tulips in full bloom, offering a glimpse into the region’s floricultural potential and the success of indigenous innovation.

This step aligns with the national mission of ‘Atmanirbhar Bharat’, reducing reliance on imported bulbs while creating economic opportunities for local farmers," said a scientist from CSIR-IIIM.

CSIR-IIIM officials emphasized the importance of scientific intervention and innovation in agriculture, stating that this initiative will pave the way for self-sufficiency in tulip production, benefiting both local farmers and the economy at large.

The initiative is expected to strengthen the floriculture industry, providing new opportunities for research, commercial cultivation and employment generation in the sector.

 

Progress reviewed, future action plan and initiatives discussed

PULWAMA, MARCH 01: A meeting of District Skill Committee (DSC) was held today under the chairmanship of Deputy Commissioner (DC) Pulwama, Dr. Basharat Qayoom at the District Administrative Complex, Pulwama.

The meeting focused on reviewing the progress of the District Skill Development Plan (DSDP) of the current financial year and discussing future initiatives and planning for DSDP 2025-26.

During the meeting, the progress of skill development initiatives undertaken in the district was assessed and strategies for enhancing vocational and entrepreneurship development trainings and employment opportunities were also discussed. The forum also emphasized strengthening collaboration between different departments and institutions to ensure the successful implementation of skill development programs.

The progress achieved by various departments under PM-SVANidhi, PM-VISHWAKARMA, NRLM, Himayat, PMEGP, PMKVY, SANKALP and other related schemes was also reviewed. Concerned officials were directed to ensure the effective implementation of these schemes and enhance awareness among the public to maximise their benefits in the district.

 On the occasion, Dr. Qayoom directed for formulating a comprehensive District Skill Plan by involving different line departments for widening the ambit of skill development programme under various schemes to create ample employment opportunities for the unemployed youth of the District. 

He further directed the officials to identify skill-deficit sectors in the district and ensure the enrolment of unemployed youth in relevant skill development training programs to effectively address the issue of unemployment in the district. 

Dr. Qayoom stressed the need for industry-linked training programs to enhance employability and self-employment opportunities for youth. Additionally, he emphasized the need for batch-wise training of members of Self-Help Groups (SHGs) to enhance their skill sets and economic opportunities.

During the meeting, DC reviewed the intake capacity and training procedures of the concerned centers and institutions, enrollment statistics, completion rates across various sectors and post-training placements of trainees from different training centers and institutes in the district.

Earlier, Superintendent ITI, Pulwama, presented a detailed PowerPoint presentation outlining the current status and achievements of various skill development programs across the district.

Among others, the meeting was attended by General Manager, DIC Pulwama; Chief Education Officer, Pulwama; Chief Executive Officer, Pulwama; Assistant Director Handicrafts/Handloom Pulwama; Superintendent ITI, Pulwama, Pampore & Tral.

PULWAMA, JUNE 25: The Director Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) launched “Crakify-Exam Preparation”, an Artificial Intelligence (AI) backed online app for the aspirants of different competitive examinations, here on Tuesday.

The app is an education services related application aimed at helping the students to prepare for different competitions like NEET, JEE Mains, UPSC, CUET, JKSSD, UGC NET and JKSSB and other job-oriented online examinations. The app has been developed by a startup – Recforge International Pvt. Ltd., a JKEDI identified startup to help the aspirants check their preparedness on a real time basis.

Speaking on the occasion, Director JKEDI, Rajinder Kumar Sharma, appreciated CEO Recforge International Pvt. Ltd for the efforts of his startup.  He said, “I am happy with the efforts and coming up with this app, the aspirants can check their preparedness using the vast question bank operational through AI randomization. Under J&K Startup Policy, the institute shall offer this startup all promised benefits including free office space for the first six months and seed money to help upscale the startup.”

Based in the frontier district Kupwara, Recforge International Pvt. Ltd through “Crakify-Exam Preparation,” provides subject-wise preparation tests, 10,000 plus questions in every subject with AI analyzation reports.

The app is available on the Play Store with both free and premium versions.

In a statement, DMO informed that A total of 211 vehicles/ machinery indulging in illegal transportation/ extraction of minerals have been seized from offenders and fine/ penalty to the tune of Rs. 72,23,000 has been realised from the offenders.

Besides, FIRs against 25 persons/ vehicles found to be involved in illegal mining have been lodged in various police stations of the district.

The proactive stance taken by joint teams ensuring environmental sustainability and the preservation of natural resources has resulted in seizures and deterrence by booing the offenders.

Deputy Commissioner Pulwama, Dr Basharat Qayoom issued unequivocal instructions to prevent and deter illegal mining throughout the district during various District Mining Task force meetings.

District Administration has warned violators against resorting to illegal means and asked to follow proper procedural norms.

To ensure that various govt works are not hampered, disposal permits for a quantity minerals have been issued under rules thereby providing legal source of material for different developmental activities.

The permit holders have been cautioned not to violate the terms and conditions of the permits and in some cases the permits found to be violating the norms were cancelled immediately.

Moreover, a large quantity of minerals from legal blocks of neighbouring districts are being transported to other parts of Pulwama and Srinagar via Pulwama district. Such block holders have been directed to carry all requisite documents as mandated under law.

DMO Pulwama has advised people to desist from indulging in any kind of illegal mining, and procure the material from legal sources only otherwise stringent action shall follow against the offenders.

PULWAMA, DECEMBER 25: The Viksit Bharat Sankalp Yatra (VBSY) is continuing making remarkable progress in Pulwama District, gracefully navigating the urban landscapes. 

With its primary focus on saturating Government schemes and enhancing public awareness, the Yatra has gained momentum, ensuring widespread benefits.

A pivotal moment occurred as the Viksit Bharat Sankalp Yatra reached the Municipal Committee Tral. The community’s active participation turned the event into a joyous celebration, with Government departments taking the lead in elucidating their schemes and guiding citizens on how to leverage these opportunities.

The impactful message from the Hon’ble Prime Minister resonated deeply, capturing the audience’s attention and instilling a sense of commitment towards progress. The Sankalp pledge became a poignant declaration, with individuals expressing their dedication to the ideals upheld by the Sankalp Yatra.

Under the “Meri Kahani Meri Zubani” segment, beneficiaries shared compelling stories of how they have personally benefited from Government schemes.

Beyond informative sessions, the event offered essential services, ensuring immediate benefits for attendees. Cultural events infused vibrancy, reflecting the dynamic spirit of the Viksit Bharat Yatra. 

Recognition extended not only to Government schemes but also to achievers, notably women, who were honored for their outstanding contributions.

The event witnessed the participation of ADDC Pulwama, Dr. Sheikh Abdul Aziz; ADC Tral and other District and Sectoral officers.

 


PULWAMA, OCTOBER 7: Union Minister for Heavy Industries and Public Enterprises, Dr. Mahendra Nath Pandey, paid a visit to Pulwama as part of Ceter government's public outreach program.

Dr. Basharat Qayoom, Deputy Commissioner, ADDC and senior officers of district administration were present on the occasion.

The visit was aimed at to reaffirm Central Government's commitment towards fostering collaboration and growth in the region.


Union Minister's visit commenced with an inaugural ceremony of projects followed by a review meeting held at Circuit House, Pulwama.

The projects inaugurated by the Union Minister included Water Supply Scheme at Chandgam and upgradation/strengthening of road from Nowdal bridge to Sheikh Mohalla Arabal worth cumulative project cost of Rs 748 lakh. He also laid foundation stone for Government UPS Hajibal having project cost of Rs.110 Lakh.

During the meeting, Deputy Commissioner presented a comprehensive overview of the district offering a holistic perspective on its development status.


Union Minister had a meticulous department-wise review and examination of Centrally Sponsored Schemes, with an unwavering emphasis on elevating the overall quality of life for the residents of Pulwama.

Union Minister, during an extensive review, expressed satisfaction over the progress achieved under all schemes with saturation of different schemes in the district. "The focus of the Centre is to ensure that the residents of the Union Territory of Jammu and Kashmir get the best benefits and services, and Pulwama is faring very well on all parameters", Union Minister maintained.

In a spirit of inclusivity and as part of public outreach programme, Union Minister met with various delegations representing Panchayati Raj Institutions (PRIs), Block Development Councils (BDCs), District Development Councils (DDCs) led by DDC Chairperson and youth delegation.


The interactions were marked by constructive dialogue and exchange of ideas aimed at addressing the unique needs and aspirations of Pulwama's diverse population.

Following these productive discussion, Union Minister proceeded to the Administrative Complex Pulwama, wherein Panch PRAN Pledge was administered  followed by a heartwarming felicitation ceremony conducted to honor the families of the brave Veers under the "Meri Maati Mera Desh" program. This touching gesture paid tribute to the unwavering dedication and sacrifices of courageous individuals and their families, reaffirming the government's commitment to their well-being and recognition.

The families of martyrs were presented mementos by the Union Minister as a symbol of profound gratitude and respect.

Also, the students who had qualified for prestigious exams were honored by the Union Minister.

Later, Union Minister inspected stalls set up by various departments and felicitated the beneficiaries.

Union Minster also congratulated the public of Pulwama for their wholehearted participation in programs like Meri Maati Mera Desh, Swachhta hi Seva, Har Ghar Tiranga, Azadi ka Amrit mohatsav.

In a move aimed at bolstering economic growth in the region, the Union Minister also visited industrial estate units at Lassipora, and had an insightful interaction with the unit holders of Pulwama.

 


PULWAMA, SEPTEMBER 21: Union Joint Secretary Horticulture, Department, Priya Ranjan, today visited India International Kashmir Saffron Trade Centre (IIKSTC), Dussoo Pampore and IGC Lassipora, Pulwama.

He inspected different sections of IIKSTC and was briefed by the concerned officers regarding various facilities available there like preserving, grading, packing, labelling, processing, marketing for the concerned saffron farmers.

While addressing the meeting, Union Joint secretary reiterated Governments commitment towards development of saffron sector. He said the GI tagging of Kashmir saffron has increased its significance in national as well as global markets.


He took a detailed review about the current status of saffron production, marketing facilities being provided to saffron growers. He impressed upon the concerned officers to ensure optimum use of different facilities available at the IIKSTC. He asked the management of IIKSTC to maximise awareness among the saffron growers.

Director Agriculture Kashmir Chowdhury Mohammad Iqbal gave a detailed presentation of saffron sector and the interventions by the department for the promotion of saffron sector. He also briefed the Union Joint Secretary regarding the functioning of India International Kashmir Saffron Trade Centre.

Later, Priya Ranjan along with Mission Director MIDH /Director Horticulture, Kashmir, GR Mir visited I.G.C. Lassipora, Pulwama, to inspect various Cold Storage facilities being established under the Mission.

During the visit, Union Joint Secretary inspected various C.A stores and took stock of functioning of the units. He enjoined upon the entrepreneurs to work for harnessing potential of this sector for its growth and employment generation.

He requested all the interested entrepreneurs to invest in the Horticulture sector for creation and establishment of infrastructure to facilitate the farming community with raw materials and its value addition for earning better livelihood through this sector.

Speaking on the occasion, Director Agriculture said that the Department is committed to the development of the saffron sector. A number of initiatives have already been taken by the Department and a number of other steps are in progress, he further said.

Iqbal said that for the economic development of saffron farmers, the department has endeavoured to ensure that our GI Tagged saffron reaches national and international markets. He assured the concerned farmers of every possible technical support from the department for making saffron crop cultivation a successful venture.

Director Agriculture held detailed interactions with the saffron farmers of Balhama area and took feedback regarding the role played by the department.

During the meeting, the DC reiterated that the Digital programme has been launched with the aim to ensure digital access, digital delivery of services and digital inclusion of all. He said that the purpose of the Digital week is to empower citizens by enhancing digital literacy at all levels and educating people regarding various IT initiatives of the Govt.

Dr Basharat laid out plans for the celebration of Digital Week, during which it was announced that the departments would offer online services by setting up booths for the convenience of the general public and organize literacy and awareness campaigns across the district to inform residents about the various government programmes and services offered online so they could benefit from all of these community-focused initiatives.

While discussing the modalities regarding celebration of digital week, it was given out that the main event at District level Mela will be held from 31st  of  August  to 6th  of  September 2023,  at  Town Hall Pulwama  where all departments will provide online services and will install stalls for the ease of general public and similar events on digital literacy will be held in Govt. degree colleges, ITIs, Polytechnic institutions, police stations, Treasuries and sub treasuries  and in all Schools across the district.

At the Tehsil, Block and panchayat level, Digital melas will be organised by concerned Tehsildar, BDO and Panchayat Secretaries respectively.

All the departments were directed to prepare hoardings/banners regarding the online services pertaining to their departments besides deploying one dedicated Computer Operator along with Laptop for providing online services and awareness regarding online services of their department during the celebration of Digital Week mela.

The DC further emphasized upon the concerned officers to involve elected representatives, PRIs, Students and Field Functionaries for generating awareness on Online Service Delivery during the digital week.

All the sectoral heads were placed on instructions to report the number of services provided and the public attended on a daily basis to ACR Pulwama for further submission to the IT department.

The meeting was attended by Additional District Development Commissioner Pulwama, SSP Pulwama, ADC Pulwama/Awantipora/Tral, ACR Pulwama, CAO Pulwama and CMO Pulwama besides other district and sectoral officers.

The event was conducted under the aegis of the National IP Awareness Mission (NIPAM), aiming to foster knowledge and expertise in this crucial domain.

Director JKEDI, Ajaz Ahmad Bhat in his address, underscored the significance of Intellectual Property Rights (IPR) in enabling individuals to make well-informed choices regarding the protection of their intellectual creations.

He highlighted the importance of hosting such informative initiatives, as they can serve as a transformative measure in cultivating an environment of innovation and a culture where intellectual property assumes a foundational role within the entrepreneurial landscape of J&K.

The awareness program saw enthusiastic participation from a large number of innovators, aspiring entrepreneurs and startups of J&K eager to delve into the intricate world of Intellectual Property Rights.

The keynote speaker for the event was Pooja Kumar, Founder and Director of Innove Intellects LLP. Kumar’s illustrious career in this field spans over 15 years, during which she has acquired invaluable expertise as a Registered Patent Consultant and a Start-up facilitator under the aegis of the Government of India.

She remarked that Intellectual Property Rights are not just legal constructs; they are the bedrock of innovation and creativity. Addressing the participants, she discussed in detail the different facets of IPR, Design, GI registration, patents, trademarks, trade secrets, the process of filing for IPR, the need to file IPR as well as the measures to report for IPR violation.

During the interactive session, participants enthusiastically participated and asked relevant questions.
